What the mill certificate tells you before the first cut
A mill certificate read at the bench before the saw: heat number, ASTM grade, yield and tensile, and what the paper does not prove about the plate under it.

The certificate comes off the top of the bundle, folded twice, and the heat number is stenciled on the plate underneath it. On the bench: a 3/4 in base plate, a drawing for a column line with the material callout down in the general notes, and a saw operator who has already taped his cut. Before the saw runs, the paper gets read. Read, not skimmed, because every step after the cut, the fit-up and the weld and the inspection that follows the weld, assumes the steel under the blade is the steel the engineer designed.
What gets read first on a mill certificate
Protocol on this check: the cert sheet goes on the table beside the drawing, and it gets read in a fixed order. Heat number first, then the specification and grade the mill ran, then yield and tensile, then chemistry, then whatever the drawing asked for beyond the ordinary (Charpy values, carbon equivalent, a sulfur restriction). The instruments here are the certificate and the drawing. No tool is used in this step.
On a column job this fall, the general note called out ASTM A992 for the W-shapes and ASTM A572 Grade 50 for the base plates, 3/4 in thick. The shape cert read yield 54.2 ksi and tensile 71.6 ksi, against a 50 ksi minimum yield and a 65 ksi minimum tensile. Elongation in 2 in came in at 22 percent, carbon equivalent 0.38. All of it under the callout, so the sheet was signed and filed.
Does the number on the paper match the number on the plate?
This is the step that fails, and it fails quietly. A mill certificate names a heat: one melt of steel, one set of test results. It does not name your plate. The only thread between the two is the heat number, stenciled on the plate or printed on the bundle tag that came in with it. Heat 4J2178 on the cert and 4J2178 on the tag, and the plate under the saw is the plate the paper describes. Lose the tag, and the cert is a clean sheet about a heat that could be in the rack, on another job, or in somebody else's truck.
At this bench, the number goes onto the first offcut of every plate with a paint marker, and onto the traveler that follows the piece through the shop. If the tag is gone before that happens, the plate stops where it is and the question goes to the supplier, not to the saw.
What do the yield and tensile numbers actually mean?
The two numbers the shop reads first are yield and tensile, both from a tension test the mill ran on a specimen from the heat. A992 shapes carry a 50 ksi minimum yield, a 65 ksi minimum tensile, and a cap that matters more than most people expect: yield may not run over 65 ksi, and the yield-to-tensile ratio may not exceed 0.85. On this heat, 54.2 over 71.6 comes to 0.76, inside the cap with room to spare.
The plate cert told a different story. A572 Grade 50, heat 9K4410: yield 56.9 ksi, tensile 78.4 ksi, elongation 23 percent. Both sheets are valid. They are also not interchangeable. A992 is written for rolled shapes and not for plate, so a plate cert that shows A992 means somebody copied the wrong line off the drawing.
What the caliper adds that the paper cannot
The certificate says nothing about thickness, so that check runs on a separate instrument: caliper on the plate edge, four places along the cut line. On this job: 0.746 in, 0.749 in, 0.744 in, 0.748 in, against a 3/4 in callout. ASTM A6 carries the permitted variation on rolled plate thickness, and all four readings sit inside it. The same caliper on a sheared edge reads differently than on a rolled face, so the note says which edge was measured.
Mill scale, a burr, a plate that sat out in the weather: none of that shows up on the certificate, and all of it changes the reading. Two instruments, two questions, and neither answers for the other.
What does the certificate prove about the piece in your hand?
Less than the sheet looks like it proves. The tension test came off a specimen from the heat, not from the plate you are holding. A certificate is usually a heat analysis, and the permitted chemistry ranges for a product analysis run wider than for the heat itself. The paper states what the mill found in the steel it poured. It does not state that the plate is flat, straight, or free of lamination, or that this is the plate it was packed with.
It also stops describing the piece the moment somebody heats it. Flame straightening, a bend, a reheat after a botched cut: the certificate describes the steel as it left the mill, not as it sits on the bench.
Where the material callout actually lives on the drawing
Back to the table. On most sets the material shows up in three places: the general notes, the member schedule, and occasionally a connection detail. The bench reads all three before the saw, because they do not always agree, and when they disagree nobody in this shop picks the winner. That is a question for the engineer of record, written up as an RFI, and the plate waits. Reading the general note and skipping the schedule is how a shop cuts eleven pieces out of the wrong grade and finds out at the fit-up.
What this note does not cover
This check covers one heat of plate and one bundle of shapes, read against one set of drawings, on the day it was read. It does not cover the welds, which belong to the WPS, the procedure qualification and the welder qualification under AWS D1.1, and to the fit-up note from this same bench. It does not cover the bolted connections, which belong to the RCSC Specification for Structural Joints Using High-Strength Bolts. It does not cover whether the mill's test was representative of the whole heat, whether the drawing was correct, or whether the piece was cut to the right length after the certificate was filed. A folder of mill certificates does not certify a frame. The AISC Code of Standard Practice is the document that sorts out which party answers for what, and it reads better before a disagreement than after one.
What to do at your own bench
Ask for the certificate by heat number, not by job name, and keep the bundle tag with the plate until the heat number is marked on the piece. If a tag has gone missing, pull the plate out of the run and put the question to the supplier in writing. If you are the general contractor or the owner's rep taking a closeout package, take one certificate out of the folder and walk to the piece it describes. That walk takes two minutes, and it is the same check the shop runs before the saw: the paper is only good for the steel it can be tied to.
